A favicon is not one universal file. Browsers and platforms select from the resources you declare, so the download includes conventional fallbacks and larger app icons rather than presenting one size as a guaranteed winner.

Google Search currently requires a square favicon that is at least 8×8 pixels and recommends an image larger than 48×48. The older “multiple of 48” advice is no longer its published rule.
It does not inspect your live page markup, status codes, response headers, crawl permissions, or URL stability—and no valid package guarantees that a browser or search engine will display a particular icon. Manifest icons use purpose: "any"; this tool does not claim they are maskable.
